Static IP Block Routing

I have a static IP network block (what used to be called a Class C a long time ago) which I need to get routed to my NBN service.  I've spent hours on the phone talking to Telstra call centre staff, who have ultimately been unable to assist me in getting this configured.  Can someone please advise on the definitive process for getting my address block routing set up?  Who do I need to call to get this done?

Have you tried the Apps Marketplace number? 1800 878 483
Reasonably certain their support area can deal with these sort of things
