What is the purpose of sending an email message from a "do not reply" email address if not to actively stop any meaningful communication taking place?
What use is it to URGENTLY!! tell me I need to take some action, if I cannot communicate with the sender to explain why said action cannot be performed?

The messages coming from the do not reply email addresses are usually automatically generated messages by the system.
You need to either get in contact by sending a message using the My Telstra app or by logging into your account via the telstra.com.au website and then going to the Get Help screen and clicking/tapping on the blue icon at the bottom of the screen. It may take a few hours to get an initial response (if the bot doesn't understand the query type "Speak to a consultant") and if you use your mobile you will get a notification when someone responds.
