Changing data plan after contract expiry

My iPad contract (data & device) expired on 6/9/2020.  Today I have tried to upgrade to a new plan, via Telstra app, but it keeps saying I have no service to upgrade.  My old plan was $59/mth for 25gb, plus device.  The new plan I’m trying to upgrade to is 20gb for $25/mth.
