Data defaults to H+ since tower issue in my suburb.

On Monday the 25th there was an outage in my suburb, which was on the Telstra outages page. Since then my mobile phone drops to H+ data speeds 90% of the time. I have restarted the phone and checked the settings, the phone works fine at 4G speeds out of my suburb. I have not found where I can report this issue to Telstra? I tried 24x7 chat but they just tell me it will resolve itself, which I doubt as it has been four days.

Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
