Data Usage Discrepancy (excess of 20gb)

I have a data warning set-up on my phone & was surprised it went off, when the 24x7 app says it shouldn't have.

The App is showing only 27.7gb of usage, but my OS advises I've actually used 46.01gb.

I realise there's a 24hr delay / lag, but when i logged into my service on t.com it confirms the same thing, there's a 20gb discrepancy, but there's been no jump of that much showing on the dailey break-down.

Why is it so?
