Data usage - something went wrong

So my data usage comes up as something went wrong both on app and on telstra page. I have been told to restart my phone and it will fix this. Can you tell me how restarting my phone will make a change on telstra server? Also to I changed my plan and said no for foxtel now but am still getting charged for something I didn't agree to.
