if I have used up my data that mean new phone or suggest top up

I have used 85% of my useage do I get a new plan  or extra useage when my plan is up now?

That would depend on the plan you have and what you need every month. If you are using 85% near the end of the month but not going over, that would be fine. I'd recommend you contact the support team on the My Telstra app and ask for advice so they can give you specific information.
