Online bill says throttled, email says $10 for extra GB. Which is it?

My online account says:

"Speeds capped at 1.5Mbs once data allowance exceeded"

The email I get when the data is used up says I am to pay an extra $10 per GB.

Last few months have been capped rather than billed extra, and I was very happy about that and it is what I want, and I am very appreciative of the change. I do not want to pay the extra.

Because I am getting two opposite bits of info, I would like some clarity. Which is correct? Surely Telstra is not capping my speeds _and_ making me pay $10 per GB?
