Managing smart numbers (1300/1800/1900/13 etc)

Hey guys,

 

is there a way to buy and manage any of the special (smart numbers ACMA calls them) with Telstra? can Telstra buy one (or many) for me and configure for my business when I have a voice service with Telstra? where can I find more info about such offerings?

I'd like to understand the process for both options - if I buy them myself and bring to my Telstra service and if I want Telstra to buy them for me.
