I am unable to send Optus emails from Telstra Wifi

That's quite possible - most ISP do not allow using their SMTP servers (outgoing e-mail) from other networks than their own... That is presuming you want to use client like Outlook etc. It should work using web interface.

Are you using secured outgoing settings on port 465 or 587, or using port 25?

Port 25 is reserved by RSP's for their own mailserver, so sending from an optus mailserver on port 25 using a telstra connection will definitely fail, same as sending from a bigpond mailserver on 25 using an optus connection will fail

Generally using authentication and encryption on port 465 or 587 will work, provided the RSP that owns your mailserver is capable of it. I cant seem to find anything online about Optus using a port other than 25. In which case you would need to use smtp.telstra.com on port 25 unauthenticated and un-encrypted while on a telstra internet connection, and change it back to Optus outgoing settings when you're not (not recommended due to no encryption). Alternatively use webmail as FG has advised
