All lights on NBN box on but still using mobile backup

Hi all,
I’ve had a nightmare run with my Telstra NBN - this is hopefully the last in a long line of problems. My NBN connection box was connected as per instructions, and is showing all four lights. However, my Telstra modem is stuck on using the mobile backup mode for some reason. Is there some setting mismatch in the modem or something? I’ve reset both twice now and it still doesn’t work.
Can anyone help on this?
