Answered
NBN technician arrived to connect us to external NBN cable in box at front of house. Said he was unable to do so because we have a flat roofed house on a concrete slab and we needed to arrange an electrician to install cables. Is this true? Who bears the cost? Would love to hear of experience of someone in same situation as us.

Normally NBN Co are responsible for installing to the first point inside the house.
Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
