Can I change my IP as I have been hacked the number blocked is not mine ?

I am getting email but can send any as it say the IP number *&^%^&*^^^^%%   has been blocked . Problem is it isnt my IP  and I cant find anywhere on the PC to identify or remove it . I have top virus products and despite having done everything I can don't know if its gone and don't wish to ask for exception in case its still there. lost what to do ? Any ideas appreciated

Can you not just turn power cycle your modem for a 30sec. You'll then get a another IP from the server.
