Cannot connect NBN networks in apartment building

I am in the apartment building (self-owned apartment) and received the NBN modem after ordering. NBN technician also came to my building to installed before the modem delivered. But the Internet is still not accessible after the modem delivered.  

 

I contacted with Telstra and they replied that I need ask the building management to connect the phone line of my apartment to the building's distributor, and allow to connect Internet. And when I was contacting with building manager, they said as I don't get any home phone service by now, I need contact Telstra to ask for a phone line (or home phone service? ) and connect from the apartment to building distributor.

 

Any idea what shall I do? Thanks.
