Gateway error

We had a technician out to install our cable modem(transferred from another residence). He left and said it would take approx 2 hours to be up and running. Still since yesterday we are unable to connect. It just asks us to unplug modem and wait 5 seconds and turn back on. Once this is done we still have an issue and it asks us to call 13 76 63. We call the number an apparently it is not a priority and hangs up.
