Gateway Max 2 Hfc Accessing modem wifi with no internet connection

I have a hfc-max-220916 (gateway Max 2). My internet is down due to a confirmed fault external to my house (suburb fault).

I want to use the modem wifi to access chrome cast or my Yamaha rx amplifier to cast/play videos on my smart TV.

I cannot access the wifi network as it states the internet is down. It should be possible to use the wifi network independent of the internet. Anyone know how to do it?

Have you reviewed the user manual for the Chromecast or your Yamaha RX?
