High Latency (Nights + Weekends)

Ok so high latency at nights and weekends (during peak times) sounds like congestion, making gaming impossible at these times. The problem is that 4 months ago it was fine until I upgraded my plan to a 100GB ADSL2+ bundle, now my ping from about 4pm - 12pm is elavated up +500ms higher and incredibly bouncy. After calling tech support 10+ times, replacing my modem/router and scouring the net for answers I have come here. I have looked at some previous threads about the same problem but none that I saw had a difinative answer. I live in Perth and any information you need just ask and I will post it! Thanks in advance.
