High Latency Problem (Few Months Now)

This problem has been bothering me for a few months now. My ping/ms goes from 400-1000 at random times. I usually notice this when I'm playing a game (League of Legends). I have contacted 24x7 Live chat multiple times and they can't seem to fix it. One time, the person that was assisting me shut off my Internet without any warning of some sort, and I found this really rude. I have scanned my computer multiple times with Norton 360 and and says I have no viruses or anything. When this lag occurs, I make sure all the other devices (Phone, iPad, Other Computer/s) are disconnected from the Wi-Fi. Also when the lag occurs I check on my phone as well to make sure it's not just my computer. Please help this problem is extremely annoying.
