In is more likely that your hosting supplier is blocking your IP address. What error message are you getting?

My hosting supplier has checked at their end and can access no problem.

They advised me:'check if your server IP is not filtered/block from ISP end'

To check if ISP is blocking your server do a trace rout to your servers URL. The trace rout will show were the connection is being blocked.

To do a trace route on a windows PC open a command prompt and run following command.

tracert URL were URL is the address of your server.

host.andersonstrategic.com.au refused to connect.

Try:

ERR_CONNECTION_REFUSED

That error looks like it is your host provider blocking the connection.

A trace rout would confirm whether it is the ISP or the hosting site blocking the connection.

Re: How do I find out if Telstra is b locking my IP address?

That's an error that is generated from the site that you are trying to reach. So your connection is being blocked by either your hosting provider or your site (you can set up IP range blocking through cPanel).

If Telstra was blocking the site it would come up with an error that it couldn't be found (DNS unresolvable).

Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
