I’m trying to connect an ip camera via wifi on the 2.4 GHz band as the 5.8 is not available for this function yet. What modem/router configuration is necessary to achieve this, UPnP is enabled so do I need to enable WPS?

WPS is enabled by default in the Telstra modems. If the camera supports WPS press the Pair button the modem for at least 5 seconds. Pair light should start flashing. Follow instructions for IP camera for connecting using WPS.
If camera want connect turn of the Band steering in the modem's 2.4 GHz WiFi settings
I can't find a manual for the camera so I am unable to make any further suggestion? Does the camera connect to modem Ok using the LAN cable?
The modem model has VAC after the number and no Ethernet ports! There is no mention of a hard-coded IP address in the Quick Install Guide either.
