New NBN not working

I just got switched over to NBN, but Gen 2 modem is on 4G backup although NBN lights are all on (see pic).  The modem light should be green. Blue indicates 4G backup. Been on hold to Telstra support for 1:40 hrs.  We have 3 people who cannot work from home.
