Paying for NBN technician

Our NBn modem constantly drops out. Twice a mechanic was scheduled to come to our house to fix it, twice nobody showed up. 

Now we have received a message on Friday saying that a mechanic will come to our house on Monday,  however we have to pay a call out fee and an hourly rate. Tried to call Telstra to get this changed, but spend two hours on hold and cannot get through. How do I get the fee taken of, as I don't believe I should have to pay.
