Port 25 outbound blocked

Hi,

I'm on Telstra ADSL2. I'm trying to send email from my mail server to Office 365 over port 25 but it seems to be blocked. I signed up for a static IP address as I read that port 25 is not blocked for customers with a static IP, however it didn't make any difference. Can you please advise how I can get port 25 unblocked?
