Provisioning NBN New connection

Switching to Telstra and placed order on June 2, no modem arrived found the order was bungled. New order on June 11, modem arrived and plugged in on June 18. Smart modem won't log in using FW NBN and stuck on 4G backup (Front blue LED) can't call Telstra as issued VOIP not recognised but the line is working? I am forced into the chat service and have been trying to get connection of NBN for 10 days now through the chat service that nobody knows what is going on or can help, I am staggered at how little they know and howuhow the chat staff are; they can't help but have you hanging on all day then disappear at 5pm. I've tried ringing different numbers but because the number they gave me isn't recognised I just get put back though to chat. Is there a way to get in contact with a manager from provisioning to get the service activated?
