Still waiting for nbn move

I am waiting for over a month for nbn after moving house. telstra sent 2 technicians who said they were not qualified to deal with the issue. Then they discontinued my service without informing me. Now they have sent a bill charging 134$ for my modem. I am waiting for over half an hour to get someone to respond to the support message.
