Telstra Cable ultimate yet to be upgraded

Hey guys simply put I'm getting 1/3 of what I have been quoted for and I have been told this it due to telstra not upgrading me to Ultimate.. Which I am pretty pissed off about as it has been like this for months.

Now this has been like this for ever since i got cable ultimate (6+ months) and the enitre time my account has been broken and my speeds have been poor..
