telstra cable volatile

i am on bigpond cable noticing that evening speeds i get between 1mbps to 5 mbps but at midnight it goes up to 92mbps.. but looking at the telstra typical evening speeds 7-9pm i should be getting 40mbps is 1mbps to 5mbps normal?

I'd report that to Telstra.

It seems almost more than congestion.

Has it always been like that?
