OK. That sounds like that there is a problem with your connection (even congestion shouldn't drop it quite that low). If you are on NBN, you need to call 1800 834 273 and report it, otherwise, call 132200 and ask for "Faults" and report the problem.

Have you tried testing the speed with computer connected to LAN port?
If it an FTTN connection make sure gateway is connected directly to phone socket without using filter and there are no devices plugged into any spare phone sockets. If you had a back to base alarm system it should be disconnected and any central splitter should also be removed.
