Ultimate Cable Packet Loss


I'm just wondering if anyone else is experiencing on again, off again packet loss (eastern suburbs?). Fine 1 week, then just start getting packet loss the next. Perhaps it has something to do with network upgrade? Today morning my router couldn't connect to the network (blinking light) and when it did I started having a packet loss (1 - 5%). I assume there were upgrades/ maintenance going on.
