When will my exchange be upgraded? (Windaroo)

cant stand internet being so slow where I live, I need to know when it is happening. I keep getting speeds lower than 1mbps. I dont want to pay for a service that I am not getting. please solve my problem!

The network is managed by Telstra Wholesale,
they have a listing of exchanges and any upcoming work or expansions which are scheduled by exchange... this is all listed on their website here: http://www.telstrawholesale.com.au/products/broadband/adsl/adsl-reports-plans/index.htm

On the backhaul list their is work for that exchange however it looks like it is a couple of months off being completed:
