Who should I speak to if the phoneline of my living room is no signal?

Hi

 

Currently I am using Telstra home line service.

The phoneline of my living room lost signal suddently while the line in my bedroom works well.

Guess the line in the wall may be too old or corrupt.
In this case, who should I contact to? The building manager or Telstra?
