Why 10 days to fix issue

After a storm internet and foxtel went down. Tech out and said we will fix in 10 days. Is this common? Should I be billed? What avenues can I use to get a better understanding of what and when they are doing and if I will be billed.

Depends what the issue is, how much workload is on in the area and how many techs are available, or if the infrastructure is already owned by NBN or not
