Extend ring time on landline *99__# not working

Using a Telstra T1000s landline telephone. NBN has been connected.The telephone only rings 3 times before going to the message bank. It is impossible to reach the ringing telephone without it going to the message bank. *99_ _ # does not work. We have rebooted the modem and NBN. The problem remains.

I have called Telstra twice and both times was referred up one level for technical support. I was advised that  they would fixed the issue from their end and that it would take 24 hours to take effect.  The issue is not resolved. The telephone rings for 5 seconds before going to message bank. 

The Telstra client is elderly, almost deaf and has serious mobility issues. This needs to be resolved urgently.
