a couple days ago my mum got a phone call saying your phone line should be connected.
this afternoon i tried to connect it it makes a hissing sound and theres no dial tone what im meaning is its not connected

If the phone is supposed to be connected (and your mum has been notified as such) then the best thing to do is contact Telstra Faults on 132203 from an alternative service. They are available 24x7.

Hi Jacob,
There is a simple test that you can perform that is explained here. If this doesnt help, there is also a webform that your mum can fill out to have the fault reported and looked into.
