For non NBN services you can try calling 132203 and 1800 834 273 for NBN services.
If you can't get through there, send a message using the My Telstra app on your mobile (blue icon, bottom right of Get Help screen).
You can also try https://fix.telstra.com.au which can run some automated checks on your service.
