NBN landline stuttered dial tone

Messagebank must have been activated after recent transition to NBN.

Now have a stuttered dial tone which I guess that there is a message waiting.

 

As I have never used or wanted messagebank how is it turned off?

Have tried #99# and announcement says that messagebank is off, but still have stuttered dial tone.

 

Also I don't even know how to obtain the waiting message.

Dial 101 to retrieve the recorded message.

Yes, 101 gave access to messagebank. Had to create pin number & then could retrieve message & delete it.

#99# then turned off messagebank.
