That is a network feature that needs to be enabled by Telstra. Some references are made to being able to activate it yourself through Telstra 24/7 Account settings or the My Telstra App.
But I don't know if they actually work. When I moved to NBN, it was not activated as default , so I called Telstra (pre Covid days) and the agent activated it for my account and then asked me to power reset my modem.
