Trying to disconnect landline.

Pulling my hair out!  Have been trying to get onto someone, anyone, at Telstra to disconnect my 94 year old Mother's landline.  She is in a nursing home, blind and deaf so obviously no longer needs a phone.  I am authorised on her account to act for her.  I have been all over the web site, tried to phone them only to be told after hanging on for ages that there was no-one who could help me.  Downloaded the laughably useless app which simply sends you back to the web site after you select what you want to do.  I'm thinking I will just stop paying the bills.  Any suggestions gratefully accepted.
