Is it a USB modem or a Wi-Fi device? The Connection Manager application will only work for USB modems plugged directly into the computer. If it's a USB modem, then maybe try a different USB port (especially if your friend's computer has both USB 3.0 and USB 2.0 ports, try the USB 2.0 port first), and/or uninstall the device driver for the USB modem and either reinstall them from the device in mass storage device mode or download the latest version from the manufacturer's web site.
