Yesterday I upgraded a mobile plan that shared data with 5 other devices my wife and I use. The upgrade worked but the new plan data is not being shared, even though it is supposed to be shareable. How do I have this fixed, short of phoning Telstra directly which is presently and understandably discouraged unless unavoidable.

You can't get this fixed.
Data sharing isn't part of the current plans (and hasn't been available on new/upgraded plans for quite a while now).

Might have to look to other providers for our remaining devices... more data, less cost, data sharing available.
