Customer service during COVID

Appreciate the difficulty in maintaining a customer service focus during COVID but has anyone got any suggestions on how to contact Telstra to sort out a new mobile plan and follow up on an agreed refund. For almost two weeks I’ve been trying to call and message and I simply cannot get a response (the messaging app is beyond useless).
