I believe on the older plans it had to be done in the first 30 days, but your best bet for confirmation on that particular question would be a quick call or visit to your local store...
It might be able to be added, as I can't see any limitation listed in the CIS, which is here: https://www.telstra.com.au/help/download/document/personal-critical-information-summary-new-phone-fe...
The only thing it says is you must have it for 12 months before you can take advantage.
