Valid ID.
So I’ve tried to sign up for a Telstra plan however I don’t have a drivers license or passport. I’ve tried my NSW proof of age card but wasn’t accepted. The only options they offer are:
Drivers Licensee and passport.
Any my advice would be greatly appreciated. Thanks.

If you are applying online the ID requirements are limited, because that is for the 'easy' purchases..
So you might need to go into a shop and take documents proving up to 100 points of ID as nominated here..

Have at least 1 x primary ID and as many of the others as you can gather - things to be aware of is that any documents must have your name and current address as per the agreement you are trying to sign up to
Too many devices, probably an addict :-) also a tinkerer and developer of stuff..
