The email is saying that you are currently getting a $10 discount each month on you Telstra bill.
This discount is going to stop soon and you will then be paying an extra $10 every month on your future bill's.
You can speak to Telstra Billing on 132200 or use Live Chat
https://www.telstra.com.au/chatnow/landing?pageId=https%3a%2f%2flivechat.telstra.com%2f
They'll be able to explain to you why you were getting the discount and why the discount is going to stop.
