Assuming you have a Smart Modem 2, the PMF settings are on the Wi-Fi page of the User Interface. There is a setting for each Wi-Fi band and you need to save the setting after each setting change.

 

But PMF might not be the cause of the failure to connect. Also assuming that you connect your PC by Wi-Fi to the modem, do other devices connect to the internet OK?  Have you tried a cable connection for the PC?

On thye Technicolor version of the modem you have to go to Advanced and then go to Wi-Fi settings.

 

WiFi issues due to Protected Management Frames - Telstra CrowdSupport - 900478

 

If your computer can't see the modem's Wi-Fi network the modem's 2.4 GHz Wi-Fi could be faulty. To check if Wi- Fi is faulty suggest you install Netspot on a device that can see te modem's Wi-Fi. If both Wi-Gi networks are working will see to Wi-Fi networks with modem's name one for 2.4 GHz band and the other for the 5 GHz band.
