Slow internet

We are always lagging so our internet is either slow or is disrupted. We are on nbn it says we are getting 25 download but yet we can’t even load a movie on Netflix. This happens all the time everything is turned off we even wired the tv into the modem. Could it be our modem is old and needs an update?
