Who is responsible for upgrading the phone lines?
In the town where I live, south of Launceston, in the Northern Midlands of Tasmania, there are 3 or 4 streets who cannot access FTTN/H. I don't know about the other streets, but I argued for months with NBN Co for an explanation. When they finally sent a technician out he advised us that our lines were too degraded and therefore no ISP would connect us to NBN. Apparently the packet loss would have been so terrible that they couldn't supply us with industry standard speeds.
That was 4 years ago, and we still have the same damn lines. The house 300 meters up the street has NBN. Who is actually responsible for replacing the lines and is this something I can force?

NBN Co is responsible for the infrastructure. You will need to contact you Federal Member of Parliament to get any sort of traction with the issue.
