I have moved OS. I need to contact Telstra about this and because of the IP addresses over here can’t use 24/7 chat to talk with Telstra and they won’t reply via email. What more can I do?

There is no email address to contact.
With https://livechat.telstra.com you need to use a browser other than Safari and if you are using a mobile browser, after the site initially loads, click on the options (3 dot icon) of your browser and tell it to Request the Desktop Site.

Never be afraid to back yourself when trying new things, just always make sure you have 3 escape routes if things go wrong.
