Cannot make International Calls from Mobile

I've been trying to call my grandparents who live overseas for weeks now, and there is no dial tone, background music starts playing instantly soon as I dial the number, the same issue is happening on my mothers phone who is also with Telstra. Another relative who is with Optus is able to successfully make the call, so it seems like an issue with Telstra.

Any ideas how to solve this?
