If it is available to you, you can do that from the My Telstra app. Open it and log in with your Telstra ID.

Go to Services and tap on the number you want to enable..

Scroll to the International Roaming item, and tap Manage..

and there you can change it as you want..

Be aware that some services (mostly prepaid), don't allow this option..
